PC062 - The Real Impact of Massachusetts’ Millionaire’s Tax with Eileen P. McAnneny
Eileen P. McAnneny has over 20 years of experience working in government relations, public policy, and advocacy. Since 2015, she has served as the President of the Massachusetts Taxpayers Foundation, the state’s premier public policy organization focused on state spending, tax, and economic policies. She has previously held executive-level positions at various organizations, including as the President and CEO of the Massachusetts Society of CPAs, the Director of Public Policy at Fidelity Investments, and as the Senior VP of Government Affairs and Associate General Counsel at the Associated Industries of Massachusetts. Eileen graduated cum laude from Tufts University and Suffolk University Law School and holds a Bachelor’s degree in Political Science as well as a J.D. in Law. She also serves on the Board of Directors of the Cooperative Central Bank and as a Commissioner of the Group Insurance Commission.
This week, I took the Political Contessa Podcast on the road in front of a live audience to discuss ballot question number one on the 2022 ballot – the Millionaire’s Tax. Eileen discusses its impact on the Massachusetts state constitution and why approving the Millionaire’s Tax would be more difficult to undo once it’s included in the state’s constitution. We discuss why approving it would affect more than just the uber-wealthy and how it will impact every Massachusetts resident, homeowner, and business owner. We discuss Eileen’s fiscal and economic concerns and what she believes is the root cause of the issues regarding public school education and transportation. We discuss the multiple attempts the state has made to introduce a graduated tax on taxpayers and why, each time, voters have resoundingly rejected it. We also address live audience questions regarding the Millionaire’s Tax, its potential impact on the families in our communities, and what ‘subject to appropriation’ really means.
“It puts the tax rate right in our constitution. That’s a pretty permanent thing. Once this is approved, it’s pretty hard to undo this.” - Eileen P. McAnneny
